What Is a Construction Prequalification Platform?
Definition: A construction prequalification platform is an online service that hiring clients, such as facility owners, industrial operators, and general contractors, use to gather and review contractor information before work begins. Contractors submit documents such as insurance certificates, safety programs, injury and illness records, EMR and TRIR data, and training records, and the platform or client reviews them against the client's requirements.
Large owners and general contractors work with hundreds or thousands of contractors, and checking each one's safety programs, insurance, and records by hand is slow and inconsistent. Prequalification platforms centralize that process. The hiring client sets its requirements, contractors subscribe and upload their information, and the platform tracks whether each contractor meets the client's standards. Many platforms also monitor expiring insurance, training, and documents so contractors stay compliant over time.
For scaffold providers, platform registration is often a condition of doing business with major clients. Refineries, chemical plants, utilities, manufacturers, and many general contractors require their contractors to be registered and in good standing on a specific platform before they can bid or step on site. Each platform has its own requirements and fees, and a provider that works for several clients may maintain accounts on more than one. Through Scaffold Exchange, you can find scaffold providers registered on the platforms your project requires.
What Prequalification Platforms Typically Review
Requirements vary by platform and client, but most platforms review the following.
Insurance & Financials
Certificates of insurance, coverage limits, additional insured status, and sometimes financial information.
Safety Statistics
OSHA 300 logs and 300A summaries, EMR, TRIR, and other incident rates over recent years.
Written Safety Programs
Safety manuals and specific programs, such as fall protection, scaffolding, hazard communication, and lockout.
Training & Certifications
Worker training records, competent person documentation, and certifications required by the client.
Ongoing Compliance
Tracking of expiring documents, client-specific requirements, and contractor status over time.

How Prequalification Platforms Relate to Other Qualifications
Prequalification platforms collect much of the information covered in other qualification categories. Here is how they relate.
Credentials and business attributes
- Certified builders and tagging programs
- Labor structure and insurance
- Often submitted to platforms
- Best for matching project requirements
Measured safety performance
- EMR and TRIR at or below 1.0
- OSHA and MSHA compliance history
- Core data platforms review
- Best for screening on safety performance
Third-party contractor verification
- ISNetworld, Avetta, Highwire, and more
- Insurance, safety data, and programs
- Required by many large clients
- Best for meeting client registration rules
Search by market
- More than 30 industries
- Industrial markets rely on platforms
- Providers with relevant experience
- Best when industry experience matters
Search by service
- Rentals, erection, and delivery
- Soft crafts and engineering
- Training and repairs
- Best when you know the service

OSHA Compliance & Safety Standards
Much of the safety data reviewed by prequalification platforms comes from OSHA's recordkeeping rule, 29 CFR Part 1904, which requires many employers to record work-related injuries and illnesses on OSHA Forms 300, 300A, and 301 and post annual summaries. These records are used to calculate incident rates such as TRIR. Platforms also commonly review written programs required by OSHA standards, such as fall protection, hazard communication, and scaffold training. Registration on a platform does not replace compliance with OSHA requirements in the field.
- OSHA 300 logs and 300A summaries maintained
- Incident rates calculated accurately
- Written safety programs current
- Insurance certificates up to date
- Training records available
- Platform status kept in good standing
